The red sheave is heavier, usually made from a different alloy. This is to make sure the rocker will tip over to the right side in case of a derailment, usually because of the derailment detection system.

Hier spricht man von einer "indirekten Überwachung" durch die Schaltrollen. Eine "direkte Überwachung" übernimmt der Bruchstab im Seilfangschuh der bei einer Entgleisung gebrochen wird. (Einfahrseitig)
Ab 6 Rollen sind Bruchstäbe oder Sicherheitsrollen auch ausfahrseitig vorgeschrieben!

The sheave (wheel) is red to indicate it is a grounded sheave. It grounds the haul rope to prevent damage to control and motor room equipment in the vent of a lightning strike or other electrical fault.
